I've ordered suspension parts from Design911 in the UK and never paid VAT. I think as a general rule, VAT works similar to state sales taxes... if delivery is to another jurisdiction then VAT isn't added on.

As far as de-ambering goes, I personally prefer OEM parts versus the aftermarket items you find on eBay... I think they look and fit better.
