Why don't you just replace the faulty steering wheel bracket - that's what's causing the horn to sound. About $50 for the part and about 30 min. max to swap it out.

If you insist on tapping the fuse to install a switch, just get a set of blade-type fuse taps from Radio Shack. A pkg. of 4 costs $1 and the part # is 270-1204
