I would check for air, but some pads do take time to bed-in and grip like they should. It depends on the type of pad. Also if you put a race pad in, many do not work well until they are up to temp. So you get less braking until everything is hot, hence they are not recommended for street use (I do anyways).

Drive it a little bit more and then bleed again.
