I fixed mine on my own by filling the gaps around the 4 original bushings with black rtv sylicone and letting it set for 45 minutes then installing the frame back in the steering wheel, then wedging some folded paper between the horn pad and steering wheel to elevate the horn pad to my desired height/spacing that i would like, until morning when its time to remove the folded papers.
