Question Tire Measurements in Inches?

A friend of mine posed a question to me this morning for which I had no answer.

He wanted to know why a German car company ( or any non US / British car manufacturer) would use inches and not centimeters to measure the size of a wheel. (i.e 18 inch and not 45.72 cm)

Any thoughts?
