Does not matter if you hook the jumpers to the car first or not... or how far way the other battery is. You can still get arcing (spark) at the car end. All it needs is sufficient resistance at the connection.
That can happen from something as simple as a oxidized battery post or jumper cable connector.

The safest thing to do is to find a chassis ground for your negative cable as far away as possible from the fuel source.
Then Hook up your negative cable last.
That way if you do get arc (spark) your not right at the fuel source.
