I appreciate the help and the patients. This car is new to me and I am undoing someone else's mistakes as I find them. I will take the tires off tomorrow as I just got back in town and try to figure it out. I like to call it baby steps...

Looks to me as if the spacer keeps the wheel from centering. I can see where it use to touch the wheel. When he gets home from work I will try mounting one without the spacer. +1 for new correct length lug bolts or studs. The wheels look like they were mounted without a spacer previously by the marks on it. they should work fine with a correct hub centric spacer, at least from the view in the pic.
Short lug bolts and the wrong spacer is dangerous. You could kill someone else with that wheel if it lets go. |

Mechanically speaking, when determining how much thread should penetrate the hub, I like to see about 1.5 times the "width" of the fastener. I think an engineer told me about this once.... but I might be making that up. Haha.
