High Pitched Whining

I just bought a 2002 with 34,000 miles on it. It runs like a champ but there is a strange whining noise that sounds like it’s coming form the rear passenger side. It almost sounds like something rubbing on the tire, but everything looks okay in the wheel well. I only hear it when the car gets above 10 or 15 MPH, and goes away when slowing down below 10 or 15. Any ideas of what this could be?
