Bad horn?

Hi all. I've read the threads pertaining to the "too sensitive" horn issue and the recommended fixes. However, my horn does something different. When pressed it gives a barely audible whimper of a honk, then doesn't work at all until the ignition is turned off and back on again. The fuse doesnt seem to be the issue. Just a bad horn?
