Rear Spoiler Incomplete Deployment ???

All,
Have a rear spoiler issue that just started to occur in the last month.

Spoiler will not fully extend when deployed---either manually or automatically when driving at speed? It extends about 3" at the most and stops. Instrument cluster does not indicate an issue (warning light does not come on) and when starting the car it activates the light for a few moments as normally it should, then disappears. What could it be ?

Before tearing into it I wanted to get some thoughts of what might be the issue.

Mine is starting to make noise when it goes up/down. Is there any maintenance that needs to be done on these? I have an 03S

when the spoiler mechanism started to make noise on my 01 box, I sprayed some light oil with teflon on the rod - no noise for 5 years
