intake hose metal rings..???

ok, about four years ago I installed an IPD plenum along with the GT3 throttle body and so far I love it...

However, a couple of weeks ago I took the car to the first CA smog check and the car passed the sniff tests with flying colors but it threw a check engine light and the smog check failed...

Took my car to the dealer, they cleared the codes (don't know which ones) but when the technician removed the engine lid he told me that I was a criminal breaking the law and that I was lucky he was not reporting me to the DMV (seriously...)

Anyway, I found on the garage the OEM plenum along with the throttle body, rubber hose and a couple of metal rings, I am assuming that these are to help the rubber hose from collapsing from the engine vacuum, are these just go on the middle of the hose? I don't remember their position, thanks!

Really? Is this a CA thing? And so long as it passes the emission test how could it be breaking the law? What am I missing?

California has very strict rules about the use of any aftermarket parts on a street driven car........
