Power steering reservoir

Working on my throttle body and MAF sensor last weekend, I’ve noticed a small leak on the power steering fluid reservoir. Looking closely at the hose, I’ve notes a small crack right where the clamp is, I followed the hose and sow it is going nowhere (in other words, the other side of the hose is hanging loose in the air), so I assume it is some kind of a “breather”.
Is that small hose is suppose to be connected somewhere?
Can I just replace it with any type of other similar hose of better quality? (say silicone)

The hose is an air vent line, and can be replaced with a similar length of any suitable hose made from materials that are resistant to power steering fluids.
