Leaking Ball Joint, Possible?

Do suspension ball joints contain fluid that could leak out? I replaced my control arms late last year in an attempt to fix a steering shimmy/play issue, but to no avail. They were rebuilt Vertex Auto rebuilt units with new replaceable ball joints. I've maybe put 5k miles on the car since then.

I'm still chasing that steering shimmy issue, and last night I thought i'd stick my head under to see if i could see anything obviously wrong. I saw there is some oil/grease on the control arm right next to where the ball joints are. Could this be leaking from there? Maybe the shocks are leaking?

It's worse on the drivers side, but the passenger side seems to have it too. Here are some pics:
