The Cut on the tire sidewall is OK unless threads are cut/frayed if OK use superglue to glue back in place

from the pictures the selling dealer is bending you over bigtime and the mechanic who did the PPI needs to go for an eye examine...

i would return the car on the basis of dealer bad faith... :chicken:
