Question CV Boots

While changing wheels the other day, I noticed that the CV boots by the transmission where not attached to it. There is a rubber ring around the opening on the tranny where the half shaft enters. The boots did not look torn just separated from the rubber ring. Both sides are detached from the transmission in the exact same spot.

The boots by the hubs are attached.

Is this by design or do I need to replace the boots by the transmission?

replace the boots. the axles need to come out to do this. i got my replacement boots off ebay for around $15 each.
