I assume when you say seized up you cannot hear the top electrical motor working, so no power is getting to the motor or the motor is bad.

Remove the relay for the top motor, give it a tap, and put it back in. The relay tray is under the dash below the steering wheel. The relay is black and twice the size of the other relays, so it is easy to spot. Bettery yet, find a 1997-1999 and swap relays.

Also a likely culprit is the microswitch located in the hole for the Top latch on the windshield header (which is what I'm betting on). This switch gets stuck and disables the motor drive for the Top.

Take a small, non-conductable rod or stick and push it in and out of the opening for the Top Latch to work the switch free. It could take several goes to be sure it's loose. You may also be able to hear it click. See if that doesn't get you going.
