I was hoping to run 4 16x7'' wheels. I think I could make the case that they are legal under the rules, but it would be a stretch.

The rules say:

A. It is the same width as standard and as installed it does not have an offset more than ±1⁄4” (±6.35mm) from a standard wheel for the car. The resultant change in track dimensions is allowed.
B. Wheel (rim) diameter may be increased or decreased 1” from the standard part.

The 17'' front is 7'' wide, so -1'' in diameter and still the same width as stock...
