Chasing a steering wheel vibration ~70mph, could this be it?

I've been chasing a steering wheel vibration that shows up around 70mph. At this point I've replaced almost all of the suspension components ( they needed doing anyway ), had the wheels balanced 3 times, aligned twice, and it's not much better. Today on a whim I took a look at the tires and noticed that the front driver side tire looks like it might have a "hop" in it.

I grabbed a video of it here, is my mind playing tricks on me, or might this be the cause of what has been plaguing me for almost a year now?

What is the condition of your front struts?

Visually they look fine, not leaking. I suspect the previous owner added them at some point as they are Billstien B6 and the rears are the stock B4. The car has 137k on it, but I'm guessing the front struts don't.

Is there a way for me to "test" the struts to without removing them to know if they might be the problem?

With the car on the ground, push down on the quarter panel and see if you can rock/bounce the car back and forth. With my blown shocks it would rock and roll. With the new PSS9s it only moves about 1/2 up and down. Hard to push down.
