Screech from passenger side door when locking the car ( fuel door actuator? )

I think it might be the fuel door actuator? The fuel door never locks regardless of if the car is locked or unlocked, but I get a pretty nasty screeching sound from that area when I lock the car.

I actually don't need the fuel door to lock, ever. Is there a way to disable it so the screeching stops ( fuse? ). I'd rather not spend the money on a new actuator as I don't need that locking functionality. Really just looking for a way to stop the noise if that's possible?
