My 01' 986 Hood is stuck shut

I ahve a 2001 986 boxtser that seems to have had the hood acutator stop working. I cant get the hood open the regular way, or with the manual release cable (which ended up snapping from pulling on it a bit too hard) nor the emergency jump fuse located in the foot well. Ive tried basically everything i can think of to try and get ti to open.

Ive applied pressure to the hood while trying the switches and manual cable

Ive attemted to reach in between the small gap in between the hood and bumper to see if i can push on the release my self

Ive tried looking from underneath the car and there seems to be some hardlines in the way that block the mechanism and i cant see whats going on and dont want to risk damaging something more if i dont have too.

ive also tried removing the fender liners and looking from the wheel wells to see if i can access anything from there but to no avail.

does anyone have any suggestions? would love to get it open sometime soon so i can repair the wiring so i can have my high beams up and working again.
