I am sure it is not ZERO

With the key on, but not twisted to start, I found Zero volts at the connection at the fuel pump. Green wire

Before it runs, to get the power, the pump must get a signal from the AFM (airflow meter), CPS (Crank positioner sensor), or perhaps the cranking position on the key? Have you tried checking for power while cranking the engine?

PS: Sorry, after re-reading your posts yo do mention that with the relay jumped the engine runs, therefore I would start with the ground connections, then relays and even the ignition switch.. Note: electric systems are my weakest points, but I just shearing what I would try based on my very limited electrical knowledge..
Good luck!
