You can do it with most graphics apps, I used to use "Animation Shop" which comes with PaintShop Pro but for this one used Adobe ImageReady which comes with PhotoShop.
In this case I took the pictures from a tripod then cropped them all to the same size. Placed each "frame" on a layer then transfer to ImageReady which can make the anumation automatically from each layer. Set the frame timings and voila, flipbook style animation!

PhotoShop really is cool, here is a picture from a recent Boxster meet in CT, it's actually six pictures stitched together:



The print is 38" x 8" once it was done, you honestly can hardly even tell where the joins are between the pictures. Paper poster:
