Cowl and seal below windshield

I had my windshield replaced on the car and the front cowl won't sit back properly. There is a plastic piece and a rubber gasket on the end of it, the rubber piece is wavy against the windshield and won't make a full seal.

Would you guys know if the seal replacement alone will make the difference or is it the fact that the plastic piece was removed to swap out the windshield made it not sit back the way it used to be?
