i think that goes on the carpet piece behind the seats that covers the front engine access point.

Is that supposed to be attached to the front of the engine compartment around the opening into the car?

No part number. Based on its insulative characteristics, I too thought somewhere on the firewall. While I had the engine out, I replaced all the old crumbing factory insulation on the engine side. This looked way too clean, so thinking someone might just recognize it.
