I don't know anything about the tips but I've been under my dash plenty and I can't even tell which way is up in that pic! One thing I can tell you is that if that's a footwell light (bottom right of the pic) then someone has been there before because that's not a stock option that I'm aware of.

Will the key not remove from the ignition or is the ignition barrel seized? You may try spraying wd40 specialist dry lube in ignition to free it. It's a liquid goretex product and is safe to use as a lube on electrical equipment (as opposed to regular wd40 why will fry electrical components - ask me how I know this). I had a hell of a time with my ignition seizing up and not releasing the key (mostly when it was cold outside) and a few squirts of this fixed it.
