Why not just find a used flange. Maybe from Woody (itsnotanova)?

Someone with more knowledge can chime in, but adding nuts to the back sounds to me like you're asking for trouble. For one, it may throw the axle off balance.

Can't re-tap? If not with a larger thread then with an SAE thread.

I feel like your best course of action is changing the cup out for a new one.
