My first inclination when braking and judder is described is the ABS is activating. You say under heavy braking which is exactly where this would occur. What is the road surface bumpy, loose gravel while turning?

Sticking calipers could be the issue. Check the temperature of the wheels after a drive. If they are excessively hot you probably have sticking caliper pistons.

No, your experience is not common. The new brake pads and rotors should have solved the problem. But since it has returned, it is being caused by something other than the pads/rotors. I agree with Anker, the problem is most likely sticking calipers.

The flexible brake lines may be breaking down internally . When that happens it causes a restriction which will make the calipers hang up/fail to retract . That will kill rotors in a short time .
