Incorrect info on my part, it's a ballast.
Our cars don't have a bulb-out warning (well at least mine without the dot-matrix display doesn't). I would wager that the copper ribbon heatsinks wouldn't create any more heat than a 55w halogen would, but I'll try to measure that to be sure.
