It's not a straight flat piece. It's supposed to have 2 bends in it. What's the problem your having? I took mine off and had them painted. Had detailed pics but deleted them but maybe can remember enough to help.

The plastic trim at the top is not connected to the body. After taking the wheel liner out and taking a peek, I noticed the support bracket is not there (part 15). I bought 15 this morning but am having a tough time figuring out how it connects to the fender. I am hoping the tab in the picture I provided will connect to the support bracket. I am just not sure if the part on the fender is all there. Not sure what is suppose to be there. Anyhow, I'm at work now. Thanks for responding.
