I hope this tread keeps going with more potential fixes. My 99 base has the same problem; good fuse, zero volts. Checked voltage with the car off, in accessory and running. Zip, nada, nothing...

Make sure you check fuse D5 not only visually but also with an ohm meter.

Check with a volt meter do you have voltage on each side of the fuse holder?
