98 Boxster - C3 fuse blown, B3 needs to be pulled

Hey folks, just picked up a '98 Boxster (94k miles) and an unusual issue came along on about the 4th day of ownership.

1) Fuse for the Central Locking unit blew (fuse C3), and the fuse continues to blow either right when replaced or a few seconds after locking the doors. Horn beeps twice when using remote or manual key to unlock the car.

2) Fuse for the horn (B3) had to be pulled as the horn continues to blow if the fuse is installed.

I am thinking that the issue for item 2 can be related to the rubber horn bushings behind the airbag wearing thin, but it is odd that it came about at the same time as the above issue. I was also using an Automatic OBD2 reader/app prior to any of these issues and wondering if it could've shorted something or upset the system. Previous Bimmers I've had hated when non-OEM readers were plugged into the port and sounded the alarm when locking the car; I am wondering if the Porsche is as temperamental.

Should I pony up and get the Porsche diagnostic assessment performed for the CLU code, or has anyone seen both of these faults happen in conjunction? I also felt under the driver's seat and it didn't feel moist or damp.
