Yes, that's correct. Headlights and projectors are going to run $1200 if you buy new.
As an alternative, see the below picture. Amber headlights really aren't bad if done right. I blacked out the inside shrouds on this set and installed the clear style corner trims, which makes the amber much darker and almost nonexistent.

If your current headlights are Amber, the kit installed below was $150 and clear corner trims are about $60-$75 used and $115-$150 new, so that would be the budget route and still looks good.
