Mine Didn't

My '98 did not have a manual switch for the tail. I had to install one.

Probably not since it looks like the part that holds the actual rocker switch is molded as part of the larger fuse panel. Why remove it in the first place? You'll have bigger fish to fry as you put miles on your 98'......ask me how I know....LOL, LOL.
