The wattage refers to the current draw and with LEDs, the heat output is far less per watt than with an incandescent, or halogen lamp

there are some LED low beam / high brightness lamps available. There was a thread recently about them. They have fans on the back, so they must be running fairly hot. Apparently the fans are pretty cheap fans and there was a concern on reliability of the fan, sort of like the IMSB LOL

the consensus was :
not ready for prime time
YMMV

I wish they were more proven, I would like to use them as well
