Oh, there's no doubt that it was a huge cost saver for Porsche - might be the reason. But, it is a bumperette. The whole point of them is so that if you bump into something, they are your early warning system and will save you actually hitting your bumper. So keeping them black helps hide scuffs and bumps, whereas painted, you will be able to see every time you've backed into something. So there is some practicality to keeping them black.
