Happens more often then you think. Anyone here ever been pulled over or even ever had the casting number of the motor checked on there car or truck. I have never heard of this. I realize it is a epa rule but never heard of it being enforced. In ohio even when you buy a car out of state the only thing they check is the vin in the window.
