I could only see one vacuum pipe on the top i would say going to the manifold? this all looked ok. i have come across one before and the rubber bit that connects the hard pipe was perished this was not so that what i tested? The reason i said it could be something to do with the choke is that when you start it up from cold it doesn't run at a higher rev and on most of the other car i have had it revs at a higher rev when cold until the engine worms up.
