Primary rad. Fan fuse keeps blowing

Anyone experience this before? What's the cause?

I'm thinking a frayed wire ...

...or fan motor windings down to earth (ground in US talk), ballast resistor failed, water or contaminants in connector blocks and faulty wiring can be the caus(es).
Time to get the multimeter out......
