There's a technical service bulletin on this issue. Its title is: Fuel Tank Hose Modification. It was published in 3/99 and its number is 2015. Copyright prevents me from attaching it. Essentially, the TSB describes the procedure for using two zip ties to make sure two hoses don't block the fuel flap from opening fully. It's something like a 90 minute job. It involves removing the fuel sending unit so it does involve some danger.

I use the leash that is attached to the gas cap between filler tube and the gas nozzle boot in order to break the seal, works great and no gas on your fingers...unless you like that
