 I explained my issue and told him it shouldn't need a replacement. Just a proper flush and inspect if the oil cooler is working properly.
 
 
 Car has 70,000 km on it. Doubt it needs a new engine.

Get a second opinion.  Even excellent mechanics sometimes miss stuff and they only know what they know.  A bore scope should be revealing.  If coolant is in the oil pan and has entered the cylinders, it is probably toast.
