Unable to start car, dash lights all blink

Battery seems to work fine since the radio, windows, lights all work. Also, an odd thing is, the windows seem to move up and down. Any ideas where I can start looking?

I have exaclty same issue, and windows ups&down, blink and flickr... i hope its just the batteries, it hadn't changed for 7 yrs.
