Spray Paint Jobs - How many times is too many?

I have a 1998 - 986 and I took her down to my local smash repairs for a small paint and dent repair on a accident I had a few weeks ago.

The guy rang me today to tell me they counted at least 7 paint jobs on the front bumper and that I should pop down tomorrow to sign a letter understanding that work has been done on it in the past and that if anything happens with the paint work in the future it's not there responsibility etc...

They could strip the old paint off, and start from scratch, but that may cost more than just buying a replacement bumper.

Seven seems like a lot but the front bumper takes a beating from road debris.

I am sure that my car had the front bumper cover repainted before I bought the car and I wouldn't be surprised if it was also repainted before the previous owner bought the car from the original owner.

One layer per previous owner might make sense but somewhere along the line one of the repair shops really should have sanded it down and started over rather than continuing to pile on more coats of paint.
