Wheel alignment ?

Hi,

My 2001 Boxster doesn't seem to be gripping the road as much as I think it should, it almost feels like it's riding on rollerskates. Also, the steering wheel is slightly askew, not much.. just a bit.

I went to a Tire and Alignment store and they said they needed the special PST2 tool to set the 'Steering wheel alignment' and they weren't able to do it for me.

Granted I didn't spend too much time trying to fix the problem but am curious as to what could the trouble be ?

Is it wheel alignment ?
Do we need a special tool to correct it ?
Should I really go the the dealership for their alignment $199 on special ?
