Cap missing?

Should there be a cap on this part of the resonance tube? I seem to have a vacuum leak, and wondering if there should be something on there.

There isn't a cap for this flap hinge mount. Perhaps there is something different on later cars. I am not sure if the resonance flap hinge "seal" is prone to leaks. Spray some intake leak checker on it and see

flap

the idle seems to smooth out when I spray it. Maybe I'll try to put some grease on there....
