Yes. Some remove the OE muffler with the bumper cover on. But it can be challenging to get to the needed bolts. It was really easy to remove the rear bumper cover and made it easy to get to the bolts that secure the large and heavy OE muffler.

These pictures were from the installation of my first aftermarket muffler which I eventually replaced because of drone. When I removed the first aftermarket muffler and installed the second complete system I did it without removing the bumper cover. It was easy because the aftermarket pieces are much smaller and lighter.
