Adding OEM Cruise to a no-frills 97

I've read the 2 cruise control / OBC activation chapters in Waynes 101 projects book and I'm still not sure. It sounds like the OBC is installed in the guage cluster but not active in all cars, even a stripped version. I got a good price so gambled andought a 3-stalk switch assy and a cruise mudule with cable. I don't really care about the other cmputer functions, but would probably just add access switches to the aux panel by the center vent. Has anyone retrofitted factory cruise to a no option car?
I get too many tickets without cruise to keep me under control a bit
