I found it.
The PCM has the ability to set the mode for the key user. I was able to turn it on and the only down side is that it does turn on the Main head lights which are the Xenon bulbs. I was hoping to turn on the Fogs instead so I do not burn out the headlights (and the more important set of bulbs) sooner.
I was also able to set the door locking conditions as well, I thought I'd have to go to the dealer for that one.
