A few more steps that have been omitted

would include test in the mechanics area, wait for first pulley parts, retest, diagnosis, get customer approval for second pulley, wait for second pulley parts, retest, road test.

I'd wager you didn't deliver the car with the instructions to replace the two pulleys. You expected the problem to be solved.
