carfax has a section where you can make statements about a car you saw, and it stays with the vin.

You should also call a police officer with your states department of motor vehicles - yes, they will most likely want to know about this, and yes, they will most likely send an officer out.

For fun, you should take a camera out, see the car, and see if you can't get the salesman on tape lying.
