You do not need the OBD II code reader. You do, but not for reading the basic codes. You can go to any Autozone shop and ask them to read the failure code (for free).
I remember I had a CEL, because I was fooling around with the gauge and left a circuit open (I really don't remember what stupid thing I did, but as soon as I read the code I fixed it).

As Kevin said, if the CEL is flashing don't drive the car!!! If it is always on, drive to the nearest Autozone and have them read the failure code for you... then google :-)
